Robert C. Andrews Jr., P.E.
President & Fire Chief

Chief Bob Andrews is the founder of Industrial Emergency Services. He currently serves as the company's president and chief executive. He holds the field operations qualification of Fire Chief. He has responded to over 300 emergencies in oil refining, petrochemical, port and related facilities in addition to gaining a significant municipal fire service background.

Chief Andrews is well known for the leadership, vision, growth, technical expertise, incident command excellence and successful emergency response he brought to the Refinery Terminal Fire Company in Corpus Christi, Texas during his 13 year tenure as Vice President (general manager) & Fire Chief.

His leadership and contributions to emergency response, organizational development, and fire protection engineering is well recognized within the oil and chemical industry.

During the past 24 years Chief Andrews has also worked with the Maryland Fire and Rescue Institute, Factory Mutual Engineering, Phoenix (AZ) Fire Department, Marathon Oil Company and Celanese Chemical Company.

Chief Andrews earned a B. S. degree in Fire Protection Engineering at the University of Maryland and is a Registered Professional Engineer in Texas. He is also a licensed Texas Peace Officer, K-9 handler and trainer. He is an internationally noted speaker and author.


Daniel Garcia
Vice President & Deputy Fire Chief

Chief Danny Garcia directs IES' operations in Louisiana where he is responsible for myriad administrative, financial, and human resources activities for the company. He is responsible for the safety process, instilling IES' value and belief system, developing personnel in his command to their fullest potential in order to meet the company growth plan, achieving business development and economic goals, and applying situational leadership techniques to build and maintain teamwork. As a Deputy Fire Chief, he is responsible for the safe and effective outcome of all emergency response activities performed by IES personnel as well as assuring the customer satisfaction of IES clients. He is also responsible for building and maintaining productive relationships with parish and state government officials.

Chief Garcia has gained significant emergency response experience while responding to more than 300 industrial emergencies during his firefighting career. Serving as an operative, or member of the incident command staff (usually as the Operations Section Chief), Chief Garcia has responded to and successfully extinguished 17 petroleum storage tank fires.

Chief Garcia began his safety career as a safety clerk with Tennessee Pipeline Company. He then joined the Refinery Terminal Fire Company (RTFC) as a Driver/Operator. During his 17-year tenure with RTFC he was promoted to Shift Leader, Captain, Division Chief, and Assistant Chief. As a captain, he managed RTFC's former drill field and as a Division Chief directed the startup of RTFC's brand-new training academy. Chief Garcia was promoted to Assistant Chief commensurate with his transfer to Louisiana.

Known as an outstanding instructor, Chief Garcia has taught at the Annual Industrial School at Texas A&M for the last 11 years where he has been a senior instructor on the API Storage Tank Project. He has also served as an instructor at the Les Williams Foam Technology Workshop held at Lamar University. He has served on the [Refining] Process Technology Curriculum Advisory Committee of Del Mar College, Corpus Christi, Texas. He regularly teaches Incident Command classes throughout Texas and Louisiana.


Charles A. Waldorff, Jr.
Vice President – Business Development

Mr. Waldorff graduated from the University of Florida in 1972 with a B.S. degree in Electrical Engineering with computer science option.

From 1987 to 1990, Mr. Waldorff was Vice President of Technology for Telxon, a leading manufacturer of mobile computers, where he was personally responsible for Product Development, R & D, Program Management and Engineering Services, as well as part of the general management team that focused on acquisitions and their strategic integration into the organization.

From 1990 to 2002, Mr. Waldorff was Vice President and Chief Technology Officer for Coin Acceptors (COINCO), a leading manufacturer of products for the vending and automatic transaction industry. In addition to his responsibilities for management oversight of four product divisions, he implemented a global corporate network, developed a comprehensive supply chain management organization, and was
instrumental in the development of new products and the marketing of

intellectual property. While at COINCO, Mr. Waldorff was involved with two acquisitions, one of which he helped to oversee as a board member.

From 2002 to 2005, Mr. Waldorff has served as an Operating Partner in Glengary, LLC, a venture catalyst enterprise, as well as a principal in the Wellspring Group, which works with companies to provide services in the areas of strategic planning and execution, product development, computer technology, and business operations. While joining IES full-time, Mr. Waldorff will maintain a relationship with both Glengary and the Wellspring Group.

Mr. Waldorff is active within the community, contributing significant time to church and youth sports activities. He most recently became a Board Member of the Key Ministry Foundation, which provides assistance to churches ministering to families with children who suffer from serious hidden emotional, behavioral, or developmental disorders.


Gracia S. Rosslow, MA, CPA
Chief Financial Officer

Ms. Rosslow graduated from the University of Florida in 1971 with a Bachelor of Arts degree in Psychology, and graduated from Nova Southeastern University in 1990 with a Master of Arts degree in Accounting. She became a Certified Public Accountant in 1993. Ms. Rosslow is both a Certified Government Finance Officer and a Certified Professional in Human Resources.

From 1997 to 2005 Ms. Rosslow was employed by the Houston Fire Department, the fourthlargest fire department in the United States. She was appointed Deputy Director, Finance and Administration in 2001, reporting directly to the Houston Fire Chief and working closely with the City Director of Finance and Administration. In her role as Deputy Director, Ms. Rosslow was responsible for budget preparation and management of a $323 million dollar operating budget, a $7 million dollar capital equipment budget, and a $40 million dollar capital project budget. She ultimately supervised 125 employees assigned to the Fire Department’s Finance & Administration Command, which included the General Accounting Division, the Human Resources Division, and the Materials Management Division. These three major divisions were responsible for budget & financial reporting, internal audits, accounts payable, revenues, payroll, benefits,

personnel administration, records management, risk management, recruiting, professional development, procurement, warehouse operations (including the EMS, Quartermaster, and Supply Sections), and the Air Pack Shop, for this fire department of approximately 4,000 employees.

While working for the City of Houston, Ms. Rosslow testified as an expert witness on payroll and labor management issues. She regularly interfaced with members of the Houston City Council, the Mayor’s Office, and the City’s Director of Finance and Administration as the Fire Department’s representative. She was a member of the City’s Steering Committee for the citywide
implementation of SAP software.

In addition to her experience with the Houston Fire Department, Ms. Rosslow has served as the Chief Financial Officer of Apple Machine & Supply Company, Clerk / Treasurer of the St. Lucie County Fire District (Ft. Pierce, Florida), and Chief Financial Officer of Nichols Law P.L.L.C. (Houston).

Ms. Rosslow is active within the community, most recently with the Rotary Club of Houston, the Houston World Affairs Council, and the Houston Fire Museum Board of Directors.


Barry Browning, MBE
Chief Fire Officer
United Kingdom, Europe, Middle East, Pacific Rim

While not running his U.K. based industrial fire-safety consulting company, Firebar, Chief Fire Officer Barry Browning represents IES in the United Kingdom, Europe, the Middle East and the Pacific Rim. Chief Browning is also a significant contributor to IES' training programs for fire officer development, strategy and tactics, contingency planning, and refining and chemical process operations. He also assists the IES Leadership Team in developing the company's strategic vision.

Having completed a 5-year term with the Royal Air Force as a police dog instructor, Chief Browning began his career at Esso's Fawley, U.K. world-class refinery and chemical complex. Working his way through the ranks he was promoted to Chief Fire Officer in 1983, and retired from Esso Petroleum Company in 1995 after 39 years of service. During his refinery career Chief Browning responded to literally every type and size of refinery

emergency, including the successful extinguishment of a multi-tank fire in Greece in 1986.

An internationally acclaimed instructor, Chief Browning has taught numerous courses and delivered several papers in the United Kingdom, France, the United Arab Emirates, Indonesia, Azerbaijan, Singapore, and the United States. He is a member of British Petroleum's International Emergency Call-Out Response Team.

Her Majesty the Queen awarded Chief Browning the Member of the British Empire (MBE) in 1994 for his lifetime contribution to industrial fire safety. He was presented the Annual Industrial Fire World Award in Houston, Texas in 1992 in recognition of his significant contributions to industrial fire safety around the world.


Gloria J. Gil, CPS
Executive Assistant & Office Manager

Mrs. Gloria Gil manages numerous administrative, financial, purchasing, and human resources activities for both IES field divisions and IES Headquarters. She coordinates the workflow of the company's contract accounting and auditing resources, manages all financial reporting activities, monitors the company's financial position, and maintains a working relationship with client purchasing and accounting representatives. Mrs. Gil administers the IES employee benefits program, coordinates employee relocations and manages the accuracy and security of all employee personnel and medical records. She also administers the IES employee application process. Mrs. Gil administers the company purchasing and vendor management system, including procurement cards. She administers the company payroll system and maintains safety statistics and incident logs. Mrs. Gil assists other members of the IES Leadership Team on a continuing basis.

Mrs. Gil has held administrative and executive support positions with steadily increasing responsibility during her 24-year career. She was an Administrative Assistant with the Refinery Terminal Fire Company before joining IES. During her 14-year tenure with the Hoechst Celanese Technical Center in Corpus Christi, Texas, she earned her Certified Professional Secretary (CPS) Certification in 1986. She spent 6 years working with the Environmental, Health and Safety Affairs Department at the Technical Center where she was responsible for regulatory/audit tracking and closure of safety infractions and incident investigations. She also implemented and maintained a complex regulatory filing system, which was a key element of the OSHA Voluntary Protection Program STAR certification (1993) and recertification (1996). She has also held positions with Avantra Corporation and U.S. Steel Corporation.
