It acts as a 7/24 HAZ MAT Emergency Communications Center.

This is a good first stop for high-level information and where to go for specific information and resources. US Chemical Safety Investigation Board
The mission of the U.S. Chemical Safety and Hazard Investigation Board is to promote the prevention of major chemical accidents at fixed facilities. Their site incorporates and shares incident information with other government agencies and chemical safety stakeholders to help them and the public understand and be aware of chemical accidents and incidents.

Chemical Incidents Reports Center
CSB's Chemical Incident Reports Center’s site is a new information service. The Chemical Safety Board (CSB) receives initial reports about chemical incidents that have occurred around the world. The information comes from official government sources, the news media, eyewitnesses and others. The CSB incorporates incident information into databases that it maintains and shares incident information with other government agencies and chemical safety stakeholders. Therefore, the Chemical Safety Board has committed resources to create and maintain the Chemical Incident Reports Center (CIRC). This dynamic, searchable online database of chemical incidents, although subject to limitations inherent in any compilation of information of this type, is a good first step in gathering chemical spill intelligence. Information is offered in a multi-lingual format.
